12th Meeting of the Japan-Philippines High Level Joint Committee on Infrastructure Development and Economic Cooperation

The twelfth meeting of the Japan-Philippines High Level Joint Committee on Infrastructure Development and Economic Cooperation was held on February 16, 2022, in a teleconference format. The meeting was chaired by Dr. Mori Masafumi, Special Advisor to the Prime Minister, on the Japanese side; and by Hon. Carlos G. Dominguez, Secretary of Finance, and Hon. Karl K. Chua, Secretary of Socioeconomic Planning, on the Philippine side.

  1. At the outset, the chairs of the two sides welcomed the fact that Japan’s commitment to the Philippines’ nation-building through public and private finances in January 2017 has amounted to 1.38 trillion yen in five years, beyond the one-trillion-yen mark set forth.
  2. Specifically, both sides confirmed significant progress in the bilateral cooperation on the Philippine government’s development agenda in the form of infrastructure development projects, including railways, coast guard capabilities enhancement, and support for the Mindanao peace process, among others, and concurred on the importance of promoting cooperation additionally in the fields of information and communications, green growth, and disaster risk management.
  3. In addition, both sides confirmed the bilateral coordination thus far following the pandemic of COVID-19, and the Japanese side expressed its readiness to render further support to the Philippines through the provision of a COVID-19 Crisis Response Emergency Support Loan (Phase 2).
  4. The Philippine side expressed deep gratitude for Japan’s “fast & sure” implementation of cooperation projects. Against the backdrop, both sides concurred on the resolve to elevate the bilateral Strategic Partnership to another height through maintaining and strengthening such cooperation.

 On his visit to the Philippines in January 2017, the then Prime Minister Abe Shinzo announced Japan’s plan to provide one trillion yen in assistance over the following five years, including ODA and private-sector investment, and to establish a Joint Committee on Infrastructure Development and Economic Cooperation in order to monitor the implementation of cooperation projects in public-private partnership toward Philippines’ nation-building.
 The first meeting of the joint committee was held in Tokyo on March 27, 2017, followed by the second in Manila on July 7, the third in Tokyo on September 25, the fourth in Cebu on February 12, 2018, the fifth in Tokyo on June 20, the sixth in Manila on November 21, the seventh in Osaka on February 21, 2019, the eighth in Clark on June 18, the ninth in Hakone on December 6, 2020, the tenth in teleconference on October 28, 2021, and the eleventh in teleconference on July 28, 2022.
